Federal highway; Sakhalin, Russian Federation.....Construction of the federal highway on Sakhalin began in the early 20th century. To this day [2013], it is still work in progress and more than a half of its length remains unpaved or under primary construction...For ages, Sakhalin has been a main source of Russia's raw materials and products, such as crude oil, natural gas, and plentiful seafood catch, generating abundant revenues for federal and state budgets. This fact, however, made a little impact on the local infrastructure and standards of living, including transportation, housing, and small-business opportunities throughout the region.
